MANAGING DIRECTORLisa brings a pragmatic, all-angles perspective to strategic planning, drawing upon more than 12 years’ experience in both private companies and state agencies to find actionable paths forward. Her talent lies in asking the right questions to determine the real challenges facing a project.
She is confident in traversing state jurisdictions, and is equally happy traversing multinational organisations. Lisa has recently led government initiatives and strategies, led significant teams, directed peak industry groups and stakeholder engagement forums, and assisted in policy development and government grant decision-making.
Cooperative, detailed, solutions-oriented and practical, she relishes the opportunity to lead large teams on complex projects, and scales the Briar team with experts to suit the specific needs of each assignment.

SENIOR CONSULTANT
Bronagh brings more than 12 years’ experience in strategic planning, policy development and statutory planning across both public and private sectors.
She specialises in blending quantitative and qualitative research to generate deep insights and effective solutions to complex planning challenges.
Bronagh’s approach to complex problem solving is highly solution-oriented, driven by her strong analytical skills and understanding of policy development, stakeholder management, and program delivery.

PLANNING CONSULTANT
Azadeh is an experienced urban planner with over five years’ experience across statutory and strategic planning. She has worked on a broad range of projects including residential, industrial, education and infrastructure developments, providing advice on development approvals, land use strategy and site feasibility.
Azadeh is skilled in navigating planning systems, preparing development applications and delivering practical, evidence-based solutions. She brings strong technical capability across GIS and planning policy, and has worked closely with councils, universities, and consultants to progress projects through to approval.
At Briar, Azadeh supports planning assessments, infrastructure strategies, and land use advice across both public and private sector clients. She is valued for her calm, collaborative approach and her commitment to delivering thoughtful, high-quality planning outcomes.

PRINCIPAL CONSULTANTSpecialising in town planning and policy development for over 20 years, Jennifer is passionate about working closely with clients to first define, then solve the right problem with robust and tangible solutions.
She has a proven track record in developing policy solutions at local and state government levels, including metropolitan and council-wide strategic plans or precinct-based master plans. Jennifer has developed infrastructure delivery plans that support place-based planning, plus a wide range of thematic policies from housing, community engagement and infrastructure policy, through to assessment process improvement and social impact.
A natural collaborator and leader, she confidently manages large teams, demanding workloads and tight deadlines. Where possible, Jennifer likes to build team capacity, ensuring the skills and knowledge developed is shared across all project members.

PLANNING CONSULTANT
Sejal Shetye is a skilled urban planner with a background in architecture and experience spanning residential, commercial, industrial and strategic planning projects. She has contributed to both local and international initiatives, supporting development assessment, strategic planning and project coordination.
Sejal’s design-sensitive approach draws on her architectural training, bringing a clear understanding of spatial design and functionality to planning. She is highly regarded for producing high-quality visual materials, from maps and diagrams to illustrated presentations, that support engagement and make complex planning concepts accessible.
Sejal communicates with clarity and works seamlessly across multidisciplinary teams. Her strengths lie in blending technical expertise with creativity, delivering outcomes that are practical, well-informed and aligned with client and community goals.
